Her family moved to British Columbia in 1969 and soon settled in southern Alberta. Goto earned a B.A. in English from the University of Calgary in 1989. Her fiction has been widely anthologized. She was the writer-in-residence at the Emily Carr Institute of Art and Design in Vancouver, B.C. from June 1, 2003-May 31, 2004.
